Description

This RFQ is being issued on SAM.gov as a small business set aside. The Air Force Sustainment Center (ASFC/PZIOB) at Tinker Air Force Base Oklahoma intends to award to a small business. Application: KC-135 Main Landing Gear (MLG) and Nose Landing Gear (NLG) Wheel Assemblies 1. General Scope The requested Aircraft Tire Bead Breaker must enable a single technician to quickly and safely break narrow- and wide-body bias and radial tires without causing damage to the wheel halves or rubber. The system must strictly adhere to the safety, maintenance, and operational directives outlined in Air Force Technical Orders (T.O.) 4W1-61, 4W3-2-12-3, 4W1-2-212-2, and 44B-1-3. 2. Functional & Performance

Requirements To process the specific dimensions and high-ply ratings of KC-135 wheel assemblies, the system shall meet the following parameters: Wheel/Tire Capacity: Must accommodate wheel diameters from 12 inches to at least 34 inches, tire diameters up to 68 inches, and tire widths up to 26.5 inches. Breaking Force: Must be capable of delivering a minimum breaking force of 60,000 lbs to safely separate heavy mobility aircraft tires. Spade Adjustment System: Must feature a one-touch power/automatic adjustment system. This system must allow all four spade segments on each head assembly to adjust to the desired wheel diameter simultaneously via a single adjustment, ensuring equal pressure around the entire tire bead diameter to prevent wheel gouging (per T.O. 4W1-61). Lift System: Head assembly height must be adjustable via a positive displacement hydraulic system to rapidly accommodate different wheel assembly sizes. 3. Design & Safety Controls To comply with shop equipment standards (T.O. 44B-1-3) and ensure single-user safety: Control Interface: Must include a remote control allowing the operator to adjust height, width, and spade positioning from a safe distance. Safety Stops: Must include a hard-wired emergency stop (E-stop) button. Loading Assistance: Must feature a U-shaped welded frame and include a positioning trolley and a ramp adapter to safely elevate smaller wheels. 4. Physical & Utility Specifications To ensure compatibility with facility infrastructure and space constraints: Electrical Supply: Must be fully compatible with 220/380/480 VAC, 3-Phase, 50/60 HZ, 7.5 KVA power. Hydraulic Power Unit (HPU): Must utilize ISO Grade 32 oil and feature a minimum 7.5 HP motor, a pump capable of up to 5 GPM, and an approximate 35-gallon reservoir. Dimensions (Main Unit): In the lowered position, the footprint must not exceed 110 inches (Width) x 74 inches (Depth) x 53 inches (Height). Total weight shall be approximately 4,000 lbs. Dimensions (HPU): HPU footprint must not exceed 31 inches (Width) x 23 inches (Depth) x 30 inches (Height). 5. Delivery, Installation, and Training

Requirements The contractor shall provide a full "turn-key" solution to include: Delivery & Hook-Up: The contractor is responsible for delivery, uncrating, placement, and full facility hook-up (connecting the system to local electrical and operational infrastructure). On-Site Training: Upon successful installation, the contractor must provide on-site, in-person training for designated maintenance personnel. Training shall cover: Standard equipment operation and safe handling procedures. Routine, user-level maintenance and troubleshooting. Integration of system safety features with T.O. 44B-1-3

requirements. Documentation: Must provide comprehensive Installation, Operation, and Service Manuals in English.

ELIGIBILITY The applicable NAICS Code for this requirement is 336413 Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Small Business Size standard of 1,250 employees. The Product/Service Code (PSC) for this effort is 1630 - Aircraft Wheel and Brake Systems as a Product/Commodity. This NAICS is the only applicable NAICS for this effort. To be considered for award, Contractor must have this NAICS on their profile. If it is not on Contractor profile, request it to be added.
