Equipment used for the proposed action includes hand tools as well as any tools required for the refrigerant removal and addition. Work will be completed within the confines of WAPA’s Hayden and Vernal Substations on WAPA lands, and within the confines of WAPA’s Shiprock Substation on Bureau of Land Management-Farmington Field .
