ESA and NEPA Support for Klamath Basin Projects

The U.S. Bureau of Reclamation (BOR), Interior Region 10, California-Great Basin, Division of Acquisitions, Sacramento, CA is seeking interested vendors to assist Klamath Basin Area (ESA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), National Environmental Policy Act (NEPA) and other applicable environmental policies, laws and regulatory processes for continued operation of the Reclamation's Klamath Project.

• (i) This is a combined for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.(ii) Solicitation number 140R2026Q0016 is issued as a Request for Quote (RFQ).(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, as of October 1, 2025.(iv) This acquisition is open market, with a small business (SB) set aside. The NAICS code is 541620 and the size standard is $19 million.
• (v) The contract line items are listed in the price schedule of the solicitation package. Please provide your fully burdened labor rate for each labor category.(vi) This requirement is to acquire contractor services to assist Reclamation with regulatory compliance with the Endangered Species Acts (ESA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), National Environmental Policy Act (NEPA) and other applicable environmental compliance laws and regulatory processes for the continued operation of Reclamation's Klamath Project as identified in this PWS.(vii) The

period of performance is expected to be 18 months from time of award through 9/30/2027.(viii) Provision 52.212-1,
