Circuit Card Assembly for Naval Electronics Systems

Naval Surface Warfare Center (NSWC) Crane has a requirement for the purchase of a quantity of 20, Circuit Card Assembly, Part Number 6643896-1, CEU PWM Flex, and a quantity of 10, Circuit Card Assembly, Part Number 6631619-2, VME Power Flex with shipping costs. This procurement has a delivery required of 14 weeks after proposed award date. Inspection and Acceptance will be conducted at NSWC Crane by Government personnel. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only FCG, Inc. DBA Flexible Circuits, Inc. our of Pennsylvania, Cage Code 22928, under the authority of FAR 13.101(b). This is being solicited on a sole source only basis because FCG, Inc. doing business as Flexible Circuits, is the Original Equipment Manufacture of these part numbers made specifically to facilitate power transmission and relay power for electronics in both the electronics unit and turret unit of Raytheon’s Multi-Spectral System (MTS) B HD Triton System. Procurement through an alternate source would require a minimum of 16 months change in schedule for engineering assessments, reverse engineering, and development of the alternate source. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
