Description

Questions and Answers: Is there an incumbent contractor currently performing this work or work substantially similar to it at NTIA OSM? No, this is a new requirement. What is the anticipated number of concurrent band studies during the base period? The 500 MHz mandate and Presidential Memo suggest multiple simultaneous efforts, but the PWS does not specify staffing scale.Currently, NTIA anticipates 2-3 concurrent band studies. However, this may increase if new

requirements are identified. Will the government provide access to existing NTIA band study data, prior EMC analyses, and the Government Master File as government-furnished information (GFI)? Or is the contractor expected to build from scratch on each study? Yes, NTIA will provide access to existing band study data, prior EMC analyses, and the GMF. Are the government-owned spectrum analysis tools (SPeCTRA, TIREM instances) government-furnished equipment/software, or must the contractor independently license or access them? NTIA will provide access to government-owned spectrum analysis tools. The Government expects the contractor to provide computers capable of scientific research and analysis as well as have standard simulation tools installed such as Matlab. The PWS references classified work across multiple
