Place of Performance Iowa City VA Health Care System Snow Removal Services for Iowa City VA Health Care System This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by RFO 6.103-5(c)(1)- Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency

Requirements. RFO 19.106-3 Sole Source Awards. It is not a request for competitive quotes. The Department of Veterans Affairs, Network Contracting , firm-fixed price contract to Patriot Property Services LLC and SDVOSB. The VA requires Snow Removal Services for the VA Healthcare System in Iowa City, IA in accordance with 41 U.S.C. 3304(a)(1), as implemented by RFO 6.103-5(c)(1) and RFO 19.106-3 - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency

Requirements because there are no small businesses registered in the State of Iowa under NAICS 561730 who are capable of responding in a timely manner to the rapidly changing weather during the winter months. Additionally, Patriot Property Services LLC is the only vendor located with 80 miles of the Iowa City VA Health Care System who can meet the limitations of subcontracting clause and has a local snow removal team in Iowa City who can perform the work and can adapt to the rapidly changing conditions. The North American Industry System (NAICS) code for this requirement is 561730 and the service code is S218. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Patriot Property Services LLC an SDVOSB is the only vendor that can provide the requested Snow Removal Services. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to [email protected] by 10:00 CST July 20th, 2026. Such documentation will be reviewed solely for the purpose of determining whether to conduct the procurement on a competitive basis.
