requirements; updates to governing policy; and the development of related tools and techniques to enable a clear path to establishing Industrialized Construction as a functional capability for the U.S. Navy. This contract was not competitively procured; under the authority of 10 U.S.C. 3204(a)(5) for other than full and open competition, and in conjunction with 12 U.S.C. 1701j-2, it was determined to be a sole source acquisition to contract with the National Institute of Building Sciences (NIBS).
