Update to Section 3 - Soliciatation Provision B.1 Pre-Proposal Conference ------------------------------------------------------------------------------------------------------------------------------------ Enclosed is a Request for Quotations (RFQ) for Services of an Agency for Creative Assets and Amplification for the 80th Anniversary of US-PH Diplomatic Relations. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a mandatory pre-quotation conference on

25 February 2026; 10:00 am (Philippine local time) at the U. S. Embassy Manila, Chancery Compound. Prospective offerors/quoters should contact [email protected] to facilitate preparation of access clearance. Please submit name/s representatives (limit to two) no later than

23 February 2026; 12:00 noon. Access to U.S. Government properties will not be permitted without prior clearance. The pre quotation is mandatory. Acceptance of any offer is contingent upon compulsory attendance at the pre-quotation conference. Failure to attend the pre-quotation conference will result in proposal rejection. Submit any

9 March 2026; 4:00 p.m. (Philippine local time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.
