• (i) AFTC/PZZG intends to negotiate on a Sole Source basis with Quality Research, Development & Consulting, Inc. for the procurement of a REAL (Reusable Energy Absorbing Layer) and RUSB (Reusable Universal Skid Board) system (See Redacted Sole Source Justification attached). This is a combined for commercial products prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA930226Q0078 is issued as a request for quotation (RFQ) for a REAL (Reusable Energy Absorbing Layer) and RUSB (Reusable Universal Skid Board) system. This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. NOTICE OF INTENT TO SOLE SOURCE Justification The REAL RUSB (Reusable Energy Absorbing Layer / Reusable Universal Skid Board System) is a proprietary system and sole source manufactured to meet the needs of military airdrop operations. This system is the only type system allowed for use by the Air National Guard- Air Force Reserve Command test Center (AATC) and approved for implementation in the TM4-48.03/MCRP-4-10.3C/TO 13C7-1-11. The system replaces the current one-time use honeycomb energy dissipating pads and legacy plywood skid board. When utilized, REAL/RUSB systems will also reduce the overall aircrew training costs and increase manpower productivity.
