requirements contract to DRS Sustainment Systems, Inc (DRS-SSI), Commercial and Government Entity code: 98255, 4201 Innovation Way, Bridgeton, MO 63044-2309 on a hybrid (Firm-Fixed Price (FFP), Cost-Plus Fixed Fee (CPFF), and a Cost Reimbursement, no fee) basis. The contract will be fully funded using appropriate Fiscal Year (FY) Wheeled and Tracked Combat Vehicle procurement funds inclusive of profit and fee, to support FY26 through FY29
requirements. This action supports the continued production of the JAB, which is for the Bridge Launch Mechanism (BLM) and integration onto a government furnished M1A1 (with heavy A2 suspension) chassis. The estimated quantity required is 18 systems and the requirement includes ancillary hardware and services to support fielding, including Authorized Stockage List (ASL), Special Tools and Test Equipment (STTE), and Contractor Logistics Support (CLS) to support the BLM. The statutory authority permitting other than full and open competition for this effort is Title 10, United States Code (U.S.C.) 3204(a)(1), as implemented by FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements." Specifically, FAR 6.302-1(a)(2)(ii)(A) states, "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) substantial duplication of cost to the Government that is not expected to be recovered through competition."
