SUBMISSION INSTRUCTIONS To submit a quotation, follow the instructions in Section 3 of this solicitation, complete all required portions of the attached documents, and submit electronically to the addresses specified below. BASIS FOR AWARD Award will be made to the responsible offeror whose quotation is determined technically acceptable and offers the lowest price. The Government intends to award based on initial quotations without discussions. However, the Government reserves the right to conduct discussions if necessary. PRE-QUOTATION SITE VISIT A pre-quotation site visit will be held on April 17, 2026, at 10:00 AM (local time) at the U.S. Consulate General, Rua Henry Dunant, 700, Santo Amaro, São Paulo. Offerors are strongly encouraged to begin SAM registration immediately, as the process can take 2-3 weeks. Award cannot be made to an offeror that is not registered in SAM.
