Description

The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Bemidji Area intends to award a Firm Fixed Priced Contract on a sole source basis to Change Healthcare/Optum for Red Lake Indian Hospital, Red Lake, MN. The anticipated

period of performance will be a Base Year plus Four One Year Options. This Intent to Sole Source is in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Subpart 13. 5 Simplified Procedures for Certain Commercial Items. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency

requirements, the Government intends to award a Firm-Fixed price Sole Source contract to Change Healthcare/Optum as only one source reasonably available due to proprietary data, licensing rights, and the ability to interface with the RLSU RPMS DOS system. Switching services are required when a I/T/U (Indian Health Service/Tribal/Urban) facility submits pharmaceutical claims electronically to third-party Drug Plans for reimbursement. Change Healthcare provides such "Switching Services". Switching Service include Connect (switch), Edits (Pre and post), Card Finder, Web Services Sure-scripts, Web Services Medicare

Eligibility. Service must be able to submit pharmaceutical claims electronically from the RPMS computer system to third party Drug Plans for reimbursement. This service is specific to the systems in place at the RL pharmacy. There are no other vendors with the capability to provide desired service that works with IHS RPMS system. Optum/Change Healthcare meets the needs of service while being compatible with in-house systems and RPMS. The North American Industry System (NAICS) code is 513210 Software Publishers.
