The Center for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) International Laboratory Branch intends to award a firm-fixed price, sole source purchase order to Agilent Technologies, Inc., 2850 Centerville Rd, Wilmington, Delware 19808-1610 for the purchase of an annual service agreement. The authority for this sole source acquisition is in accordance with FAR Part 5.201 and FAR Part 12.102(a). The Agilent TapeStation Instrument currently utilized by National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) International Laboratory Branch contains highly specialized and proprietary technical capabilities developed exclusively by Agilent Technologies, the Original Equipment Manufacturer (OEM). Agilent Technologies retains exclusive rights to the technical data, internal schematics, and specialized diagnostic software required to properly service, troubleshoot, and maintain this equipment. No third-party vendors possess the authorized diagnostic tools, proprietary software patches, or OEM-certified replacement parts necessary to perform this work. Furthermore, utilizing a non-OEM certified technician would compromise the integrity of the system and void existing manufacturer warranties. Therefore, Agilent Technologies is the only source reasonably available to satisfy the government's requirement without causing severe operational delays or technical risk." This notice is not a request for competitive quotes, and a formal solicitation will not be issued publicly. However, any responsible source that believes it can fulfill this requirement may submit a comprehensive capability statement. Responses must include written verifiable proof of explicit authorization from the OEM to service this specific equipment model line, access to proprietary OEM diagnostics, and immediate access to genuine OEM parts. Generic capability statements that do not explicitly address these proprietary technical constraints will not be considered."
