Description

The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract to Northrop Grumman, Rolling Meadows, IL, for the Fiscal Year (FY) 26 a software solution on the Configurable Log Reader (CLR) that is compatible with the P-8A Poseidon Large Aircraft Infra-Red Counter Measures (LAIRCM). System software upgrades to be integrated onto the CLR will be delivered as a result of this procurement. The anticipated award date is the fourth quarter of Government Fiscal Year (FY) 2026, with deliveries completing in FY27. These

requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency

Requirements." Northrop Grumman is the sole designer, developer, and manufacturer of the CLR and LAIRCM System, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's

requirements on a timely basis. Per FAR 5.207(c)(16)(ii), "All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency."
