This is not a solicitation or a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZC will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The United States Air Force Test Center/Enterprise Services and Innovative Solutions (AFTC/PZZC), Eglin AFB, FL intends to issue a sole source contract to Santa Barbara Infrared Inc. (SBIR) for acquisition of the custom Infrared Scene Projector Windows. This acquisition is conducted under the authority of FAR 13.106-1(b)(1). Soliciting from a single source for purchases not exceeding the simplified acquisition threshold.
contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Only one responsible source and no other supplies or services will satisfy agency
requirements. This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source. The GWEF has a requirement to procure and install two custom windows to replace the as delivered windows for two OASIS 512 PEMs to be used at the GWEF, 782 Test Squadron/RNWG, Eglin AFB, FL. The two modified OASIS 512 PEMs will be used to develop a new test capability to address customer HITL IRCM T&E
requirements. The new custom windows must have the same physical specifications (glass type, dimensions, etc.) but require a different (narrower) transmission coating than the as delivered window broad band coating. If there is significant physical variance or if the window replacement is done incorrectly this will cause vacuum leaks causing the resistive arrays to fail and could contaminate the emitter array making it unusable. It is recommended to obtain a solution to this requirement from SBIR. This requirement is to proceed as a single source acquisition due to vendors not being capable of fulfilling the requirement. As a result, it has been determined to be in the best interest of the Government to proceed with a single source acquisition to SBIR, the vendor for this custom Infrared Scene Projectors Windows requirement.
