Description

A SINGLE SOURCE: The Federal Aviation Administration intends to award a single source contract to Satcom Direct Government, LLC., Melbourne, FL for proposed satellite internet, data, voice, and 5G services on FAA Challenger 605 and King Air 360 aircraft. In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. Market research was conducted and did not identify any other vendor capable of meeting the required services within the existing outfitting schedule without additional technical validation, integration redesign, or certification coordination. While other providers offer satellite connectivity services in the commercial marketplace, none demonstrated the ability to assume the requirement at this stage of integration without introducing significant technical and schedule risk. Satcom Direct Government, LLC. possesses direct and ongoing experience supporting the FDX Galileo Low Earth Orbit and Swift Broadband service architecture installed on the Challenger 605 and King Air 360 aircraft. Satcom Direct Government, LLC. has been actively engaged in network provisioning, service configuration planning, integration sequencing, and operational coordination during the outfitting phase. Use of an alternative provider would require removal or modification of existing aircraft equipment, additional certification, system integration, and associated downtime. Such actions would result in substantial duplication of costs and unacceptable operational delays.
