Description

This is a Request for Information (RFI) for the purpose of conducting market research, analysis, and screening of potential capable parties to provide comprehensive inspection, testing, and mechanical integrity evaluation services for propane piping systems at the United States Coast Guard Training Center (TRACEN) Petaluma, located in Petaluma, California. The required services include pre-inspection review of equipment files, external visual inspection, non-destructive testing (NDT) such as ultrasonic thickness measurements, rectifier testing for cathodic protection systems, leak testing, corrosion and coating condition inspections, and engineering evaluation and reporting in accordance with applicable codes and standards. The

objective is to verify the current condition, safety, and code compliance of all propane piping systems and associated components, and to formally document inspection results and recommendations for future maintenance and inspection intervals. All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued. See

attachments for additional details. Interested parties may attend a site visit at Training Center Petaluma on August 19, 2026. Participants are requested to assemble at Building 160 Upper Engineering at TRACEN Petaluma Please note that all visitors must provide the following information prior to scheduling a site visit: full legal name, date of birth, contact number, email address, Real ’s License, registration of vehicle and proof of insurance. All attendees must pass a standard criminal

background check in accordance with Coast Guard and DoD installation security protocols. Please arrive before the start time. Request for Information (RFI) Purpose: The United States Coast Guard (USCG) Training Center (TRACEN) Petaluma is issuing this Request for Information (RFI) for market research purposes to identify parties having an interest in and the resources to support the inspection, testing, and mechanical integrity evaluation of propane piping systems and associated pressure-retaining components at USCG TRACEN Petaluma, 599 Tomales Rd., Petaluma, CA 94952. The Coast Guard seeks to understand current industry practices, available qualified personnel, and technical capabilities for performing comprehensive inspections, non-destructive testing (NDT), cathodic protection evaluation, leak testing, corrosion assessment, and engineering analysis in accordance with applicable codes and standards (e.g., ASME BPVC Section VIII, NBIC, NFPA 58/59, API 570, NACE/AMPP, STI SP001).
