The Department of Defense is procuring a sole source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract modification for legacy Integrated Communication Systems (ICS) from L3 Technologies, Inc. This procurement is necessary to maintain fleet capability and avoid significant delays in production that would impact Navy operations.
The work involves maintaining and modifying the Integrated Communication Systems (ICS) to ensure continuous fleet capability for the Navy.
Based on current available information from market research and technical/programmatic/mission requirement assessments, the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a sole source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract modification for legacy Integrated Communications System (ICS). This procurement would be conducted under the authority of DFARS 206.302-1 Only one responsible source and no other supplies or services will satisfy agency
requirements. The basis for the only one responsible source determination is that only L3 Technologies, Inc. (L3) has the ability to meet the Government’s technical
requirements as outlined in the Performance Work Statement (PWS) (attached) and Fleet operational and schedule
requirements. The Government has determined that in order to maintain ICS capability used onboard current equipment the Government must purchase services and hardware on a sole source basis to maintain continuous fleet capability and avoid a substantial duplications of costs. The Government has determined that any company other than L3 would take an additional hundred and sixty eight (168) months to get to first production unit delivery, and this delay represents an unacceptable schedule impact to the Government resulting in a mission capability gap that represents a significant risk to Fleet operations. The purpose of this notice is to invite industry to challenge the Government’s assessment that only L3 Technologies, Inc. can meet the Government's
requirements for the ICS. Interested parties, including Sparton, are invited to submit capability statements that demonstrate their ability to fulfill the requirement as defined in the PWS to provide the Government with maximum information in finalizing its determination as to the appropriate means to meet this critical Navy need.
