Description

The United States Air Force solicits a Request for Technical Proposals for FA5575-26-B-0002. This project consists in the installation of new permanent emergency generators with automatic transfer switches and related accessories (grounding, underground lines, interior electrical installation, etc.) for continuous electrical supply to various facilities on base to include the Base Power Plant (Bldg #212) and the Water Treatment Sewage Plant (Bldg #1215). All of the emergency generators on those sites have reached their useful life and are identified for replacement under the Morón Generator Replacement Plan. Also, Bldg #1215 is fed from a pole-mounted transformer that has caused several bird shock hazards causing electrical power outages; remains of HV OH line will also be replaced with UG sections. This requirement will be procured using RFO 14.211 and RFO 36, Sealed Bidding and Construction Contracts. The two-step sealed bidding method will be used. The submission of the Technical Proposal is Step One. Only those contractors that have submitted an acceptable Technical Proposal will pass to Step Two and will be requested to submit a priced bid. Offerors must follow the instructions in Attachment #1 Technical Proposal Instructions. Offerors shall submit only one technical proposal containing all required

evaluation criteria, to include all factors and any significant subfactors, as listed in the attachment Technical Proposal Instructions. The technical proposal shall NOT include prices or

pricing information. The Government will review only one technical proposal per offeror. Offerors shall submit proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a proposal’s acceptability solely on the basis of the proposal as submitted. The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable and may discuss proposals with their offerors. Technical proposals must be received no later than

8 June 2026 at 1500 hours local time. Technical proposals not received by the Contracting Construction Team by the exact date and time for receipt of proposals will not be considered. A notice of unacceptability or acceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination. Offerors determined to have submitted an acceptable technical proposal will be able to proceed to Step Two, submission of a Sealed Priced Bid. Offerors will be expected to submit their sealed priced bids within one or two weeks. The exact date and time of submission and bid opening will be notified in the Request for Bids. No contract will result from this Request for technical Proposal. This is Step One of the Two Step Sealed Bidding. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the

requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (3) “The contractors must meet the

requirements established by Spanish legislation for execution of government works.
