No reimbursement will be made for any costs associated with providing information in response to this notice, any follow up information requests, or Government use of the information provided.The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), Seattle, Washington (WA), on behalf of NOAA Fisheries, is conducting market research for an anticipated solicitation for Manchester Pier Shimming project.The Manchester Pier in Port Orchard, WA, is a timber pile structure measuring approximately 810 feet in length, originally constructed circa 1930 with major repairs in 1989. Recent inspections conducted in late 2024 and a subsequent Load Rating Analysis in January 2025 have identified structural deficiencies governed by the deterioration of bearing piles. Specifically, over sixty (60) timber piles are currently "non-bearing" or "partially bearing," exhibiting gaps between the top of the pile and the timber pile cap. These gaps range from hairline to approximately 3 inches. The purpose of the requirement is to obtain services of a Design-Build Contractor to restore the vertical load path of the pier by shimming all piles currently not in contact with the substructure. The

objective is to re-establish positive bearing connections to ensure the structure can safely support the "Owner-Specified Vehicle" (OSV) load of 12,000 pounds as defined in the 2025 Load Rating Report. A draft Statement of Work (SOW) is provided for informational purposes only.The applicable NAICS code is 237990, Other Heavy and Civil Engineering Construction. This industry comprises establishments primarily engaged in heavy and civil engineering construction projects (excluding highway, street, bridge, and distribution line construction). The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors are included in this industry if they are engaged in activities primarily related to heavy and civil engineering construction projects (excluding highway, street, bridge, distribution line, oil and gas structure, and utilities building and structure construction). Construction projects involving water resources (e.g., dredging and land drainage), development of marine facilities, and projects involving open space improvement (e.g., parks and trails) are included in this industry.INFORMATION REQUESTED:NOAA may utilize the responses to this SSN to conduct additional market research.
