This solicitation is for commercial products prepared IAW RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the second time this requirement has been solicited. The Government needed to refine the SOW and revise the
evaluation criteria to better align with a best value approach. The 773rd CES requires a commodities indefinite-delivery, indefinite-quantity (IDIQ) contract for streamlined procurement of asphalt emulsion and seal coat products to complete facility and roadway projects on JBER, AK. The anticipated ordering period is
1 June 2026 through
31 May 2031. This requirement includes a brand name purchase for both GSB-78 and GSB-88 (ref: Brand Name Justification). These products can not be ordered and shipped, as they are mixed, kept in specialized containers and used immediately when needed. Furthermore, the CSS-1 product has to be a minimum temperature when acquired by 773 CES so the product flows and sprays properly. JBER does not currently have the means or capacity to store and heat any products on a continuous basis, apart from the small volume contained in the HAZMAT Gov tanker.
