Evaluation Criteria thus far. In recent versions, the USG has verbalized the expectation of contractor self-investment into the RFAAP facility. The USG acknowledges the feedback and concerns Industry has provided regarding self-investment and continues to evaluate that feedback to arrive at a mutually beneficial acquisition strategy. Therefore, the USG requests Industry responses to the following: What production numbers are required to incentivize Industry to self-invest into RFAAP? What volumes does an operating contractor need to succeed at recovering self-investment within the first five (5) years of full operational control of RFAAP? (ex. Low, medium and high volumes) In order for the USG to continue to maintain RFAAP and for future operating contractors to be able to fully operate RFAAP, the USG is seeking Unlimited Rights for all capabilities that will remain at RFAAP throughout changes in operating contractors. Considering the contractor self-investment and USG co-investment that will take place under this competitive contract, the USG is requesting Industry assistance in developing an Intellectual Property strategy for the following types of property that afford the USG the rights it needs: a. 100% contractor funded b. Contractor and USG co-investment This RFI is for informational purposes only and does not constitute a solicitation or commitment by the USG.
