requirements stated through the Performance Work Statement (PWS) and in a manner consistent with the “Best Commercial Practices.” S&RTS services will cover the full spectrum of managing US military cargo (e.g. containers, vehicles, breakbulk, and rotary or fixed wing aircraft) transiting through the designated seaports. Operational tasks shall include but are not limited to all stevedoring and longshoring required for vessel, truck, rail loading and discharging, port reception and disposition, cargo management staging, intra port transfers, cargo prep, Checking and Tallying (C&T), and warehousing Government provided dunnage and tiedown materials.
