Catering Service for 2026 International Ball

The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to: ESS-ARE-BEE Corporation dba Bernstein’s Fine Catering 3100 Woodman Drive Kettering, OH 45420-1142 This requirement is for the following: CLIN Item Quantity CLIN 0001 Catering Services 1 Each The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 722320 Caterers. This NAICS code has a small business size standard of $9.0 million. Air Force Security Assistance and Cooperation (AFSAC) requires an evening catering service for the 2026 Air Force Materiel Command (AFMC) International Ball being held at the National Museum of the United States Air Force (NMUSAF) at Wright Patterson Air Force Base. The International Ball guest attendance ranges from 300 to 400 individuals; however, this requirement is specific to a select group of those attendees (50 to

100) categorized as (ORF) funded guests. The Government intends to utilize the same contractor that has been selected for the larger catering services contract, which is being paid for using personal funds. Awarding to a contractor other than Bernstein’s Fine Catering would result in a substantial duplication of cost to the government that is not expected to be recovered through competition, in accordance with RFO 6.103-1(c)(2). A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
