This project consists of the removal and replacement of four spherical bearings, connection pins, and associated hardware that connect the miter gates to their hydraulic operating cylinders at the Black Rock Lock in accordance with the

Scope of Work (SOW). NAICS code is 238990. Size standard is $19,000,000. This is a full and open procurement. In accordance with federal acquisition regulation 19.1307, this project requires the HUBZone 10% price evaluation preference. Offerors must maintain an active registration in the System for Award Management (SAM) at https://sam.gov to comply with the representation and certification

requirements, including FAR clauses 52.204-7 and 52.232-33. SAM is a free service. Wage determination NY20260008 applies and is attached. Pre-quote site visit information, inquiry instructions, and quote submission instructions are in SOW Section
