NAVAIR intends to negotiate and award this modification utilizing other than full and open competition pursuant to the authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Suppliers or Services will Satisfy Agency Requirement”. L-3 Technologies is the designer, developer, and manufacturer of the Modernized radios, and as such, is the only qualified manufacturer possessing the technical documentation, special skills, experience, and active production facility required to manufacture the radios and meet the Government’s
