Extend SpectRE Services Contract Ordering Period and Increase Maximum Value

NASA Headquarters (NASA HQ) intends to extend the ordering period and increase the maximum ordering value of Spectrum & Resources Management, Engineering and Programmatic Support (SpectRE) services contract (80HQTR21D0003) by means of other than full and open competition to Agile Decisions Services, LLC (ADS). The ordering period will be extended an additional year through March 31, 2027. The increase in the maximum ordering value will be in the amount of $22,342,052.00. This will allow for the continuation of services for the period from April 1, 2026, through March 31, 2027. The SpectRE services contract was competitively awarded on February 23, 2021, with an effective date of April 1, 2021, as a hybrid Cost-Plus-Fixed Fee (CPFF) and Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract. The initial maximum ordering value was $68,000,000. The ordering period of the IDIQ contract is five (5) years and the effective

period of performance of the task orders is also five (5) years. Under the SpectRE services contract ADS provides professional expertise in the disciplines of regulation management, reengineering, budget formulation and execution, public engagement, and general program and mission directorate support. NASA does not intend to conduct a follow-on procurement for the SpectRE services contract.
