Replace Air Circuit Breakers on USCGC Active and USCGC Diligence

This is a modification to combined NR 52000RQ260002416 for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, and as supplemented with additional information included in this notice. The purpose of this amendment is to make the following changes to the solicitation: To answer a question that was asked during the solicitation process. Question: "Both CLINS call out accessory “Cradle with backmold” and as such, we need the termination details to determine the correct Schneider P/N." Answer: The accessory cradle with backmold part number is CTLBXX9AXAXBXXEFXX, OEM Schneider Electric. To clarify that no reconditioned parts are acceptable for this requirement. As a result of these changes, the solicitation close date is extended to Thursday, March 5th, 2026 at 1000 Eastern Standard Time (EST) All other elements of the solicitation remain unchanged. 52000RQ260002416- USCGC Active and USCGC Diligence Air Circuit Breaker This requirement includes brand-name only materials and/or services as outlined in the attached Statement of Work (SOW) and Specifications. Due to compatibility, standardization, and lifecycle support considerations, only Schneider Electric products or services are acceptable for this requirement. Substitutions will not be considered. This restriction is supported by a Justification and Approval (J&A) in accordance with FAR 11.105 and it is attached to this solicitation. To ensure warranty compliance, safety, and proper integration with existing systems, only authorized vendors of Schneider Electric may provide parts under this requirement Offerors must provide proof of authorized source status by submitting a valid Letter of Authorization (LOA) from the Original Equipment Manufacturer (OEM) or brand owner, confirming the vendor is an authorized distributor, reseller, or service provider for Schneider Electric. REQUIRED DELIVERY DATE: No later than March 30, 2026; Earlier delivery is acceptable. Interested Vendors shall provide product/service details, Product Data Sheet, and cost breakdown IAW SOW for technical review. Vendors shall provide a detailed cost breakdown to include all the specifications to be reviewed by a technical rep. To be considered technically acceptable, offerors must ensure their proposals explicitly and verifiably address the following critical items. The Government is reiterating that vendors should pay close attention to these components in order to increase the chances of submitting an acceptable proposal. IEC Configuration Compliance CRITICAL REQUIREMENT: Circuit breakers must be the IEC configuration where connection clusters are mounted on the cradle and stabs are mounted on the circuit breaker itself, as delineated in the Statement of Work (SOW). Proposals must clearly confirm compliance with this requirement. Proof of Authorized Source Offerors must provide a valid Letter of Authorization (LOA) from the Original Equipment Manufacturer (OEM), Schneider Electric. This letter must confirm that the source of supply is an authorized distributor, reseller, or service provider. This requirement is mandatory, pass/fail requirement. Confirmation of RDD The proposal must include a clear, affirmative statement confirming that the Required Delivery Date (RDD) as listed in the SOW can and will be met. NOTE: The USCG/Government reserves the right to Award on an All or None Basis, i.e., the Government may issue a Purchase Order (PO) to the offeror that submits the lowest aggregate price, rather than issue a PO to each offeror based on the lowest quotation on each item.
