The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research to determine the availability of qualified small business concerns capable of providing invasive/non-native plant species and forest pest control services throughout the USACE Pittsburgh District Area of Responsibility. The Government is considering the establishment of a multiple-award Blanket Purchase Agreement (BPA) using simplified acquisition procedures to support recurring, on-call
requirements at various Government-owned and Government-managed facilities and project sites. Services may include mechanical removal of invasive or non-native plant species; herbicide treatment; insecticide application (including foliar broadcast sprays, soil and stem injections, soil drenches, soil tablets, and basal trunk sprays); site cleanup and restoration; traffic or pedestrian control and work zone safety when required; and compliance with all applicable OSHA, environmental, and safety regulations. Interested contractors must possess appropriate state pesticide applicator certifications, demonstrate the ability to identify site-specific invasive plant species and common tree species, and provide at least two federal or state references for similar services. Work is anticipated to be issued through BPA calls on a firm-fixed-price basis, with
pricing based on unit rates or task-specific
pricing identified in each call.
