The purpose of this notice is to obtain information from businesses that are interested and capable of providing the types of services noted below. The United States Fish and Wildlife Service (USFWS) will use information obtained through this notice as well as other market research to develop an acquisition strategy.
A. SUMMARY OF REQUIREMENT (REFER TO
ATTACHMENTS FOR FURTHER INFORMATION): The USFWS anticipates soliciting and awarding one Firm Fixed Price (FFP) contract for design build services to complete needed improvements to the sanitary sewer system and to harbor infrastructure at Midway Atoll National Wildlife Refuge (NWR). Much of the island¿s infrastructure was built in the World War II era and is well beyond its useful life. The US Fish and Wildlife Service (Service) operates and maintains the NWR as well as Henderson Airfield with Service staff and contractor staff residing on the island year-round. To maintain operations and keep staff on-island, significant repairs to the sewer system and inner harbor are needed. The scope of this effort includes replacement of major components of the existing sewer system including piping, lift stations, manholes, etc.as well as other associated work. It also includes planning, design, permitting, and construction activities to repair or replace infrastructure within the inner harbor and the south seawall. The
objectives of this project are to repair infrastructure on Midway Atoll NWR that are critical to continued operations. This project has three main
objectives, listed below in order of priority:1. Replacement of sewer system per 100% design documents. 2. Design Build: Replace or repair critical harbor infrastructure to allow for continued harbor operations. a. Tug Pier (Base)b. Harbor Seawall (Option)c. Finger Piers (small vessel docks; Option)3. Repair South Seawall (Option) The
