The Contractor shall provide reliable, secure, and comprehensive cellphone subscription services to support the operational, administrative, and mission

requirements of the U.S. Embassy in Riga, Latvia. These services are essential for Embassy staff mobility, secure communications, and effective mission execution both within Latvia and internationally. The Contractor is required to deliver mobile voice, SMS, and data services, including international roaming, for approximately 150-185 Embassy-issued lines. Services shall support both physical SIM and eSIM technologies and shall be available for use in Latvia, the United States, the European Economic Area (EEA), and globally. The Contractor shall ensure all services meet the Government’s

requirements for coverage, connectivity, account management, customer support, and regulatory compliance. Interested parties are reminded that information furnished hereunder may be disclosed under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business, or contain trade secrets, proprietary, or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when the U.S. Embassy Riga determines disclosure is warranted by FOIA.
