This is a Sources Sought Synopsis (SSS) ONLY. The U.S. Government desires to procure the Full Food Service (FFS)
requirements for SBHI on a small business set-aside basis provided two or more qualified small businesses respond to this SSS with information sufficient to support a set-aside. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. We encourage all small business concerns in all socioeconomic categories (i.e., Small Disadvantage Business (SDB), 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Women-Owned Small Business concerns (WOSB), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes – it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Source Sought Synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry (GPE). BACKGROUND: A continuing need is anticipated for the FFS
requirements at locations listed below. Attached are the draft Performance Work Statement (PWS) and Performance
Requirements Summary (PRS). The Government currently contracts for Cook Support (CS) and Dining Facility Attendants (DFA) under contracts W5168W-26-C-A007 & W5168W-24-D-0003 at SBHI. The new requirement for Full Food Service will combine the Cook Support and Dining Facility Attendant functions. The Contractor shall provide quality services in support of the installation food service program supporting the warfighter with flexible, efficient, and cost-effective services through management innovations and use of industry best practices, where applicable, while ensuring compliance with all applicable laws, rules, and regulations. The services outlined encompass full food service functions, to include food receiving and storage, food preparation, food serving, remote site feeding, and facility sanitation duties. These services shall be performed in building(s) TBD on Schofield Barracks. Additionally, remote feeding has rarely been utilized in the past two years; however remote site feeding could become an active task to support Unit field training exercises. In the case FFS is necessary at these locations, then this service would be required for additional buildings located in and around Schofield Barracks, HI. These buildings are TBD. The NAICS code assigned to this acquisition is 722310, Food Service Contractors, with a corresponding size standard of $47M. The Contractor shall provide all supervision, labor, personnel, equipment, materials, and supplies, except for Government Furnished Property (GFP), to perform activities that comprise the full operation of an Army Dining Facility and full food services.
