Description

The Naval Air Systems Command (NAVAIR), Program Office, PMA-213, Patuxent River, Maryland, intends to negotiate on a sole source basis and subsequently award a Firm Fixed Price order under Basic Ordering Agreement (BOA), N0001922G0009 to BAE Systems Information and Electronic Systems Integration, Inc.(hereinafter “BAE Systems”) Greenlawn, New York. This order will procure supplies and services associated with AN/UPX-45 and AN/UPX-50 Digital Interrogator (DI) Trouble Report (TR) RP2 Software Corrections. These efforts include identification, correction, testing and implementation of the Trouble Report and associated data

deliverables. The anticipated total value of this task order is $4M with an award anticipated in Q1 of fiscal year 2027. The

period of performance is expected to be approximately 18 months from date of award. The

place of performance is anticipated to be at BAE Systems’ facility in Greenlawn, New York. This pre-solicitation notice is published for informational purposes only. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This requirement will be procured in accordance with the statutory authority at 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302‐1, only one responsible source and no other supplies or services will satisfy agency

requirements. BAE Systems is the sole designer, developer, and manufacturer of the AN/UPX-45 and AN/UPX-50 DI systems. As such, they are the only company that has the requisite knowledge and technical data necessary to meet this requirement. The Government does not possess a complete technical data package for these systems. The required technical data to complete the software updates are proprietary to BAE systems. The Government does not intend to use the provisions of FAR Part 12 for this acquisition. Firms interested in subcontracting opportunities may contact Andrea Michialis at BAE at [email protected]. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any costs incurred by any interested parties in responding to this notice..
