This is a construction requirement to build a new 120ft tower at the Poinsett Range and move the existing equipment to the new tower in accordance with the Statement of

Objectives.This requirement is for a construction contract to replace an existing structure and is expected to increase coverage to the range by reducing dead spots. This project will include a new tower, antennas, antenna cables, ice bridge between the shelter and antenna, and ground ring tied into the shelter ground.The Contractor shall be responsible for planning, designing, constructing, and managing all activities necessary to achieve the

Objectives (SOO). The Government will not direct or control the Contractor?s construction means and methods but will evaluate performance based on compliance with the

objectives and acceptance criteria defined herein.The purpose of the attached SOO is to define the

objectives, performance outcomes, and constraints for the construction effort while allowing Offerors the flexibility to propose effective and innovative design and construction solutions.
