The Contractor shall provide technical support services for the Army Energy Program including the Energy Savings Performance Contract (ESPC), Utility Energy Service Contract (UESC) and related programs; including engineering analysis of ESPC/UESC proposals, facilitating ESPC/UESC project program evaluations, conducting analysis to evaluate alternatives to upgrade Army energy infrastructure, evaluation of Installation Energy and Water Plans (IEWPs) and providing ESPC and UESC program technical support.
