Aircraft Battery Management System Upgrade

This is NOT a request for proposals, applications, proposal abstracts, or quotation. This courtesy presolicitation notice shall not be construed as an obligation on the part of the Government. Further, the Government will NOT be responsible nor reimburse any submitters of information for any cost incurred in furnishing this information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. The information provided will be used to assess trade-offs and alternatives available for the potential requirement. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. ACTION: The United States Air Force Test Center/Directorate of Contracting (AFTC/PZIOB) Edwards AFB, CA, intends to award a single source contract to Marvel Aero International Inc. in order to upgrade Aircraft Battery Management System (ABMS) hardware and software to a station ABMS-10X. The applicable NAICS code is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) with a size standard of 600 employees. JUSTIFICATION: The Government intends to solicit with only one source under the authority of RFO 6.103-1(b), Only one responsible source and no other supplies or services will satisfy agency

requirements, which states, “Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirement." This authority is further supported by an approved Single Source Justification. This justification is based on the proprietary software architecture, the requirement to interface with existing branded charging hardware, and the severe safety/warranty risks of utilizing uncertified third-party controllers. As a result, Marvel Aero International Inc. is the only responsible source capable of satisfying the agency's

requirements. Procuring this system through full and open competition would not be in the best interest of the Government and would result in the acquisition of incompatible equipment. If you believe your company has the ability to fulfill this requirement, please submit all
