The Norfolk Naval Shipyard (NNSY), Portsmouth, VA intends to award a firm-fixed-price (FFP) contract to American National Standards Institute (ANSI), on a sole source basis, for ANSI Network License services, utilizing the statutory authority under 41 U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR) Subpart 13.5 – Simplified Procedures for Certain Commercial Products and Commercial Services. NNSY will solicit and negotiate directly with ANSI. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. However, all responsible sources may submit a capability statement which will be considered by the agency. The capability statement must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. A determination by the Government not to compete this effort is solely within the discretion of the Government. The Government will not pay for any information that is received. Any information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No other bids will be accepted. No other manufacturers will be considered. The associated North American Industry System (NAICS) Code for this supply is 513210, with a size standard of $47.0M and PSC Code DG10. ASTM International (ASTM), The Institute of Electrical and Electronics Engineers, Incorporated (IEEE), The International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC), all standards developing organizations (together, the SDOs), own the copyright to and/or have the exploitation rights to documents they publish and/or license to ANSI (together, the SDO Standards); and the SDOs have granted ANSI the right to enter into Agreement with NNSY (Licensee); and Licensee intends to obtain a License to access an electronic version of those SDO Standards (the Licensed Standards) via an ANSI portal (Portal) and to utilize the Licensed Standards in electronic form, on Licensee’s computers (for internal use only) located at or remotely assigned to those locations listed on the License.
