Description

Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal (RFP) for a Force Lethality Enhancement eXtended (FLEX) Modelling and Simulation Study. The current study will build upon the outcomes of the initial FLEX study conducted in 2025, which focused on identifying novel options to deliver NATO Defense Planning Process Capability Targets (CT) in whole or in part. The current study broadens the scope to include exploratory

questions that look at the evolving operational problem sets that drive

requirements and then CT. In lieu of a bidder’s conference, HQ SACT invites bidders to submit technical and contractual

questions via email for clarification no later than
