Description

The Government is conducting Market Research for this Request for Information (RFI) to identify potential sources that may possess the expertise, capabilities, and experience to meet the

requirements for design, qualification and production and repair of the Vibration Analyzer, PBS-4100+ NSN: 6635-01-630-9391 and various accessories kits. The purpose of the Portable Balancing System (PBS)-4100+ is used to perform trim balance and vibration diagnostics on many types of gas turbine engines and other rotating machinery. This equipment offers added features and enhanced functionality to simplify the job of engine mechanics and flight line personnel. Small, lightweight, fast working and ruggedly built, incorporates the latest configuration of electronics to maximize performance and maintainability. The PBS-4100+ is capable of automatically collecting and recording the vibration data, calculating precise balance solution and determining the specific balance weights required (all in one shot after one engine run). The PBS-4100+ also allows the user to select the engine type from an onscreen menu and recall data files for that engine type. This will be a 5-year contract (a 12-month basic year and 4 one-year ordering periods). Electronic procedures will be used for this RFI. Interested parties may identify their interest and capability by submitting a Statement of Capabilities to

Contracting Officer and Program Manager. Repairs shall be completed 30 days after receipt of asset. The Original Equipment Manufacturer (OEM) is Mechanical Technology Instruments, CAGE Code: 26741. Mechanical Technology Instruments is the sole owner of the technical data needed. The Government does not own any of the data needed to perform the production and repair of this item. A determination by the Government about whether or not to compete the contract will be based on an assessment of responses to this notice that is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The Government has determined that this system is a commercial item. The

requirements for this tester are not military unique since the system is used by major commercial airlines. Samples of this test set are not available for potential developers/suppliers to evaluate. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Contractors/Institutions responding to this Request for Information (RFI) are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. c) This solicitation is issued for the purpose of the Vibration Analyzer, PBS-4100+, used to perform trim balance and vibration diagnostics on many types of aircraft gas turbine engines and other rotating machinery on various Air Force aircraft platforms. INSTRUCTIONS: The document(s) below contains a description of the Vibration Analyzer, PBS-4100+ requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these

requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc. a) Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3.
