End user functionality is standardized across all shops and mechanics, which provides consistent capabilities to supported units regardless of geographic location. Processes for tool accountability and shortage orders is also standardized, which would not be possible if multiple brands of tools were used. The specified Tools are unique because they meet the Air Force professional standards in quality and serviceability. All hand tools come with warranty and free lifetime replacement if they are ever damaged or worn. Electronic and air tools have a partial replacement or repair policy. The proposed contract action for this requirement will be sole source to the following Contractor: IDSC HOLDINGS LLC (d/b/a/ Snap On Industrial) CAGE Code: 55719 2801 80TH ST KENOSHA, WI 53143-5656 This sole source requirement is pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.301-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency
Requirements. This notice is NOT a request for competitive proposals as the Government does not own or possess the facility necessary to facilitate competition for these services. However, all responsible sources may submit a capability statement which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely withing the discretion of the Government. The Government will NOT be responsible for any cost incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Issue date of the solicitation is
31 March 2026, with response date for receipt of proposal
