General Decision Number: FL20250203 Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36, Legal Effect of Bids, that language is hereby tailored in accordance with FAR Part 36 to be consistent with an invitation for bids. Award will be made to the lowest price, technically acceptable, responsible bidder. The evaluation factors are: Price Technical Acceptability Past Performance Active SAM.gov registration is required. Project Scope: The United States Coast Guard is seeking bids from qualified contractors to perform comprehensive repairs and refurbishment of the soffit and eaves of Building 3760 at USCG Station Pensacola, 21 Slemmer Ave, Pensacola, FL 32508, in accordance with the attached Statement of Work. Work includes: Repairing or replacing damaged or loose tongue-and-groove wood sections in the eaves and soffits with materials matching the existing style and quality. Sanding, staining, and sealing all wood surfaces to protect against weather damage and decay. Removing rust and repainting the structural support beam to its original white color. Removing and replacing all existing 16”x8” and 6”x8” soffit vents with new, equivalent white vents. Providing and removing a dumpster for debris, and ensuring proper disposal in accordance with federal, state, and local environmental regulations. Protecting government property and equipment in or near the work area. Adhering to strict security, safety, and environmental protocols on the operational military installation. Coordinating work schedules to minimize disruption to building operations. Complying with all applicable federal, state, and local laws and regulations, including the Endangered Species Act (ESA), Resource Conservation and Recovery Act (RCRA), and others as applicable. Performance Period: 120 calendar days from Notice to Proceed. Site Visit: FAR 52.236-27 – Site Visit (Construction). Bidders are urged and expected to inspect the site where work will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Site visits must be scheduled with the designated
