Description

A SOURCES SOUGHT ANNOUNCEMENT to conduct market research and determine industry interest. If a solicitation is released, it will be synopsized and posted at www.sam.gov. The Government will make the final determination for this acquisition based on the results this market research and the information available to the Government from other sources. AOCACB26R0052, Management Capacity Study; Architect of the Capitol; Washington, DC. The Architect of the Capitol (AOC) is issuing a Sources Sought Announcement to evaluate the Agency’s current management capacity and governance structure to support a long-term, multi-billion-dollar Capital Construction Program. This announcement is to determine the interest, availability, and capability of firms to perform the work described below. The NAICS code for this procurement is 541611. The solicitation is scheduled to be issued on or about August/September 2026. PROJECT ACTIVITIES The project activities include but are not limited to – Assessment - •Review organizational structure and reporting relationships. • Assess leadership roles related to capital planning, finance, facilities, procurement, and project management. • Evaluate decision-making processes for capital projects. • Identify existing program management capabilities. • Assess internal coordination between departments (finance, facilities, legal, procurement, planning). Develop a recommended governance structure with components such as - • Executive steering committee • Program oversight board • Program management • Cross-organizational integration with other legislative branch agencies • Project review and approval process • Financial oversight structure Develop a roadmap for establishing and scaling a Program Management Office (PMO) - PMO functions should include the life cycle of a project/program: • Program planning • Budget and schedule control • Risk management • Procurement coordination • Stakeholder engagement • Technical oversight, reporting, coordination Staffing Considerations • Client Interface • Internal staff vs external consultants • Owner’s representative roles • Leadership Identification and Roles • Program controls staff • Financial management staff • Construction oversight staff • Training, Education and Staff Development • Training

Requirements by Discipline • Knowledge Transfer Methods and Mechanisms INTERESTED PARTIES Interested firms should submit a capabilities package to include their qualifications and experience with performing projects of a similar nature. Please indicate what qualifications, certifications, or past experience uniquely qualifies the offeror's firm to perform the above-described work. Please indicate the team of potential subcontractors that would be used to support the offeror's effort. Responses are limited to 10 pages.
