Notice of Intent to Sole Source: Headgate Rock KY7A Load Tap Changer Retrofit Services – Reinhausen Manufacturing, Inc. The Department of Energy (DOE) / Western Area Power Administration (WAPA) intends to issue a sole source award, under the authority of RFO FAR 12.201-1 Simplified Procedures for Certain Commercial Items Certain Commercial Items (IAW 41 U.S.C.1901 Simplified Acquisition Procedures), to Reinhausen Manufacturing, Inc. of Humboldt, TN. This is a sole source acquisition to Reinhausen Manufacturing Inc. as they are the only vendor that can provide the required parts and service needed to repair a KY7A load tap changer (LTC)- serial number C-05324-5-1 located at WAPA Desert Southwest Region’s Headgate Rock Substation located in Parker, AZ. Reinhausen Manufacturing is uniquely qualified to provide the technologically advanced vacuum operated load tap changer (VLTC) bolt on replacement, increasing availability for future original equipment manufacturer (OEM) parts and services to WAPA while reducing maintenance costs and service intervals. Scope of Services shall include: Mobilize crew and equipment to Headgate Rock Substation. Perform pre-job brief to identify hazards and proper isolation, switching and grounding Stage Equipment. Arrester stand-offs above the “load tap changer (LTC)” may need to be temporarily removed for the retrofit. Perform pre-testing in as found tap position for baseline Doble power factor overall, bushings, C1 and C2 TTR in all OLTC taps Winding Resistance in all OLTC taps Insulation Resistance (Megger) Main and Core Oil Analysis (Dielectric (D1816), Acid (D974), IFT (D971 or D2285), Color (D1500), Visual (D1524), Water (D1533), PF (D924), and Dissolved Gas Analysis) Perform Inspection of Unit Identify Leaks Drain main tank oil into the contractor’s supplied oil storage Drain LTC oil into customer supplied drums or totes Customer to dispose of waste oil and drums/totes Perform an initial dew point (12hr, minimum measurement. Review results with WAPA’s technical representative. Perform an internal inspection of the transformer and LTC leads to determine “as is” condition and to identify any potential problems or issues. Retrofit new LTC to transformer: Identify, label, and disconnect all leads at LTC board Remove existing LTC from main tank WAPA to dispose of LTC mechanism, compartment, etc. Install New RMV-II with transition throat to main tank via welding Make lead extension connections from windings to LTC board as necessary. Install any supports, clamps, spacers as necessary to maintain clearance. Wrap Connections and verify clearances for required voltage level modification of existing leads, terminals, or flange. Re-gasket all manholes accessed during project. Relocation of control cabinet: Determinate and remove items in the existing control cabinet Label wiring for reconnection Transfer components to new cabinet and terminate wiring Customer to dispose of original cabinet Clean up welds and repaint as needed Seal unit and pressure test for leaks. All accessed manholes will be re-gasketed. Perform dew point test to determine dryness of insulation Max acceptable limit is 1% If dewpoint exceed 1%, field dry out will be required Associated cost of field dry-out will be at the expense of WAPA based on initial baseline dewpoint reading and final Perform final vacuum and oil filling: Vacuum 48 hours at 1 Torr or less Perform Vacuum leak test Fill unit with de-gas oil at 60deg C +/-5”, without exceeding 5Torr Break Vacuum with dry air Bleed all areas required Perform final testing: Doble power factor overall, bushings, C1 and C2 TTR in all OLTC taps Winding Resistance in all OLTC taps Insulation Resistance (Megger) Main and Core Oil Analysis (Dielectric (D1816), Acid (D974), IFT (D971 or D2285), Color (D1500), Visual (D1524), Water (D1533), PF (D924), and Dissolved Gas Analysis) Operational check of LTC controls Review results with WAPA Provide report, test results, as-built drawings and revised existing drawings Clean area and prepare for demobilization of crew and equipment The resulting procurement will be conducted in accordance with RFO FAR Part 12. The North American Industry System (NAICS) code for this acquisition is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a small business size standard of $12.5 million. No solicitation package will be publicly issued. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received no later than the due date and time specified on this notice. requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
