Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires the following characteristics. Provide real-time automation controller with the following capabilities: Substation Automation – Provide a real-time automation controller to coordinate protection, control, monitoring, and communications between intelligent electronic devices (IEDs), programmable logic controllers (PLCs), human-machine interfaces (HMIs), and supervisory control and data acquisition (SCADA) systems. Communications Gateway – Support protocol conversion and data concentration using industry-standard communications protocols, enabling interoperability between multi-vendor substation equipment and enterprise systems. Logic and Control – Provide programmable compliant logic for implementing substation control schemes, equipment interlocking, automation sequences, alarm processing, and custom control applications. Data Collection and Monitoring – Continuously collect, process, and archive operational data from connected devices, including relay status, metering, alarms, sequence of events, and equipment diagnostics. Support synchronized time-stamped event recording and remote system monitoring. Cybersecurity and System Integration – Provide secure remote access, user authentication, role-based access control, encrypted communications, and centralized management capabilities to support integration with utility, industrial, and control systems while maintaining cybersecurity
