Due to the federal government shutdown in October-November 2025 and pursuant to DFARS 252.232-7998 Obligations in Advance of Fiscal Year 2026 Funding (DEVIATION 2026-O0001), an initial cost-only modification was awarded in the amount of $2,283,291,317 in November 2025. Once FY26 funding became available in March 2026, a larger modification was awarded manifesting the $2,283,291,317 along with an additional $15,383,494,792 for a combined total of $17,666,786,109. General Dynamics Electric Boat Corp., Groton, Connecticut, was awarded a $2,283,291,317 cost-only modification to previously awarded contract N00024-17-C-2117 for additional Advance Procurement / Advance Construction for SSBN 828 through SSBN 832 and to support additional COLUMBIA Ballistic Missile Submarines (SSBNs) program execution in accordance with DFARS 252.232-7998 Obligations in Advance of Fiscal Year 2026 Funding (DEVIATION 2026-O0001). Work will be performed in Groton, Connecticut (70%); Newport News, Virginia (15%); and Quonset Point, Rhode Island (15%), and is expected to be completed by December 2031. No funding was obligated at the time of award. The industrial base development work is for the furtherance of the Navy’s plan of serial production of Columbia- and Virginia-class attack submarines. Funding is pursuant to the Consolidated Appropriations Act 2026 (Public Law 119-75).
