The Department of Defense is procuring a firm-fixed price contract for a sanitary survey at all Honshu installations in Japan for FY2026. The contractor will conduct inspections of drinking water systems to ensure compliance with health and environmental standards. The contractor will perform sanitary surveys of ten drinking water systems at nine U.S. Army Garrison Japan installations, ensuring compliance with health standards.
The contractor shall provide all necessary personnel, supervision, management, tools, maintenance, equipment, transportation, materials, and any other items or services necessary to perform sanitary survey in accordance with (IAW) this Performance Work Statement (PWS). The contractor shall conduct sanitary surveys for ten (10) Drinking Water Systems of U.S. Army Garrison Japan at nine (9) Installations in Japan. The survey consists of an onsite inspection of the water source, treatment, distribution system, finished water storage, pumping facilities and controls, monitoring and reporting data, system management and operation, and compliance with operator
requirements, in a manner compliant with Japan Environmental Governing Standards (JEGS), Army Regulation 200-1, and Technical Bulletin MED 576 so as to identify any deficiencies that might adversely impact public health from water supply. The primary contractor shall have a minimum of three (3) experiences of contracts to conduct any surveys/assessments or recurring monitoring programs related to a drinking water system at the United States (U.S.) Military Components within three (3) years from their completion. The contractor shall submit copies of the contract numbers and customer information to the
Contracting Officer (KO) prior to the contract award. The field survey inspector shall be a Professional Engineer (PE) licensed in U.S. and familiar with drinking water management
requirements. The field inspector has a minimum of five (5) successful experiences of sanitary surveys at U.S. Military Installations and local municipalities in the U.S. The contractor shall submit copies of the contract numbers and customer information to KO prior to the contract award. Note 1: All work for this project shall be performed exclusively in Japan. The contract price shall be inclusive of all travel and lodging expenses required for project execution. Note 2: If successful offeror is U.S. vendor, resulting contract will include DFARS clause 252.225-7976, Contractor Personnel Performing in Japan (Deviation 2018-O0019). The clause requires DoD contractors to account for contractor personnel and dependents in the Synchronized Predeployment and Operational Tracker (SPOT), in order for the contractor personnel and dependents to be eligible for coverage under the Status of Forces Agreement.
