This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026. This solicitation is set aside for 100% for Service-Disabled Veteran Owned Small Business (SDVOSB). This is a firm fixed price contract. The associated North American Industrial System (NAICS) code for this procurement is 541620- Environmental Consulting Services with a small business size standard of $19.0 Million. Background: The VA Greater Los Angeles Healthcare System (VAGLAHS) has one medical center, 2 large satellite clinics in Los Angeles North Hills and downtown Los Angeles, several distance smaller Community Based Outpatient Clinics in central California including Santa Maria, Bakersfield, San Gabriel, Santa Barbara, Ventura, San Luis Obispo locations. Each facility has its own unique compliance range including air quality and sewer permitting and hazardous materials management, and other site-specific compliance reporting

requirements. This compliance umbrella includes dialog with inspectors, compliance reviewers, and permitting engineers to assist VA Healthcare Regulatory Compliance (GEMS) staff.

Scope of Work: The contractor shall provide all equipment, expertise, incidentals, labor, materials, paper forms, supervision, supplies, transportation, and qualified personnel overseen by California registered professional engineer to provide environmental compliance reporting, permitting and training support services in accordance with the statement of work. This professional engineering needs to have broad experience with all elements of environmental compliance spectrum with Federal EPA, California EPA (DTSC), State Water Board, local fire departments -with Certified Unified Program Agency (CUPA) oversight, local county compliance regulators for hazardous waste, universal, recycling medical waste streams, air compliance permitting. These services in brief include: West Los Angeles Medical Center Los Angeles Department of Sanitation Permit Renewal Biennial Hazardous Waste Reporting Sepulveda Community Base Outpatient Clinic Biennial Hazardous Waste Reporting California Air Resources Board Portable Equipment Registration Program for portable generators. California Environmental Reporting System Database Maintenance 7 VA clinics As required Air Quality and Environmental Compliance Services SCAQMD West Los Angeles boilers, as required compliance service with California State Water Board, Los Angels Department of Sanitation, California Department of Toxic Substances (Cal EPA) for West Los Angeles Medical Center, Sepulveda Ambulatory Care Clinic, and Los Angeles Ambulatory Care Clinic. Contractor Tasks to be Performed Task 1 West Los Angeles Medical Center Environmental Compliance Los Angeles Department of Sanitation Permit Renewal A mass balance study signed by a California Professional Engineer estimating sewer flow streams from West Los Angeles Medical Center, clinics, Veteran community housing, industrial laundry, cooling towers, research and clinical laboratories, and kitchen. Mass balance flows will have to be estimated as there is a scarcity of metering equipment for make-up water or discrete sewer discharge from any buildings. Biennial Hazardous Waste Reporting Federal and State EPA for large quantity generation site with average tonnage of 80 plus tons. This will require retrieval of all hazardous waste manifests from DTSC database as this campus has considerable contractor generated waste manifests for VA Community Housing projects that need to be retrieved, tallied, and characterized with manifests VA hazardous waste contractor has supplied to VA. Task 2 Sepulveda Community Base Outpatient Clinic Environmental Compliance Biennial Hazardous Waste Reporting Federal and State EPA for large quantity generation site with average tonnage just over 10 tons. This will require retrieval of all hazardous waste manifests from DTSC database as this campus has considerable contractors generated waste manifests for VA Community Housing projects that need to be retrieved, tallied, and characterized with manifests VA hazardous waste contractor has supplied to VA Obtaining a California Air Resources Board Portable Equipment Registration Program (PERP) for Tier 4 final SCAQMD permitted portable generator. Contractor will obtain PERP permit and interface with SCAQMD permitting engineers on reconciling with existing permit. Task 3 California Environmental Reporting System Database Maintenance for Various VA Clinics Contractor shall update existing California Environmental Reporting System (CERS) data for some clinics, create new CERS clinic registration including consultations for site specific business plans showing location maps of hazardous materials at each site along with site specific business plan SPCC training in the event of spills and other emergency contingencies and obtaining EPA Waste Permit numbers as required for the these sites: Santa Maria Clinic 550 E Main St, Santa Maria, CA 93454 New Santa Maria Clinic to be commissioned in late 2026 Bakersfield Clinic 1801 Westwind Drive Bakersfield, CA 93301 San Gabriel Valley Clinic 7 West Foothill Boulevard, Suite D Arcadia, CA 91006 San Luis Obispo VA Clinic 1288 Morro Street, Suite 200 San Luis Obispo, CA 93401 Ventura Clinic250 Ralston Street Ventura, CA 93003 Santa Barbara Clinic 4440 Calle Real Santa Barbara, CA 93110 Task 4: As required Air Quality and Environmental Compliance Services for this fiscal year September 30, 2026 SCAQMD Permitting support for main boilers at West Los Angeles Medical Center for existing CEMS (continuous emission monitoring system). New boiler facility under construction will not have CEMS system. Interfacing with California State Water Resources Control Board, Los Department of Sanitation West Los Angeles sewer permit, and California Department of Toxic Substance Control (Cal EPA) for infrequent requests for compliance information (West LA Medical Center, Sepulveda Clinic, Los Angeles downtown clinic) SCAQMD permitting support for new equipment that is unexpectedly acquired by VA Projects such as equipment replacement. Cal PERP permit registration of new portable generators should these be acquired. 5. Contractor Qualifications and Other Responsibilities 5.1 Contractor shall have at least California Professional Engineer clear license status. Contractor shall take all precautions necessary to protect people and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to himself/herself, his/her employees, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her or his/her employees fault or negligence. Contractor shall maintain personal liability and property damage insurance prescribed by the laws of the Federal Government. Contractor site supervisory personnel must possess a 30-hour Occupational Safety and Health Administration (OSHA) safety card and a California Professional Engineer as project manager. The Contractor shall provide at a minimum one professional engineer with 5 years experience in California environmental compliance to review work product of other professionals associated with this contract Government reserves the right to accept or reject Contractor s employee(s) for the rendering of services. Complaints concerning contract personnel s performance or conduct will be dealt with by the Contractor and PPOC with the final decision being made by the
