Description

The Department of Veterans Affairs (VA) Northern California Health Care System (VANCHCS), intends to award a sole source contract to Siemens Industry Inc., located at 1000 E Deerfield Pkwy Buffalo Grove IL 60089, UEI: JZXZSN3BBL98, for the procurement of Control Building automation system, Controls Technicians, Systems Upgrades, On-site Training, and Repair Replacement Parts or Additions at the VANCHCS Campus. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(a)(1)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Justification: The justification for the sole source procurement is based on the following reasons: Technical Expertise: Siemens Industry Inc. possesses the unique technical expertise required to meet the specific

requirements of the Digital Building Management Systems. This expertise includes proprietary methods and customization capabilities specific to Veteran Affair’s infrastructure. Continuity: Siemens Industry Inc. has been providing Digital Building Management Systems to the VA, demonstrating exceptional performance. Transitioning to a different vendor would involve significant costs and risks related to data integrity, system compatibility, and potential disruptions to critical services. Market Research: Thorough market research was conducted, and it has been determined that no other vendors can provide a comparable solution within the required timelines and technical specifications.
