The United States Air Force has a requirement to procure up to 75 KC-46A aircraft to continue the recapitalization of its legacy tanker fleet. This action includes continued full-rate production of the aircraft, product support, studies and analyses, as well as associated data, subscriptions, and licenses. Market research confirms that The Boeing Company is the only responsible source with the required facilities, security-cleared workforce, manufacturing tooling, and proprietary data to meet this Air Force requirement. This action is therefore a sole-source acquisition to The Boeing Company (CAGE: 81205), Everett, WA; competition is restricted in accordance with the authority of 10 U.S.C. § 3204(a)(1) as implemented by FAR 6.302-1 (RFO 6.103-1). 2 October 2025. The Government does not own the proprietary technical data package, including drawings, tooling designs, and manufacturing processes, required to manufacture the KC-46A aircraft. Therefore, this data will not be provided with any future solicitation or to other potential offerors. This notice of intent is not a request for competitive proposals and no solicitation document will be issued. However, all responsible sources interested in responding to this notice may submit a capability statement which shall be considered by the agency. Any capability statement shall include the following information:
1) information showing responsibility in accordance with FAR Part 9;
2) specific exception to the intent to procure on a sole source basis;
3) technical data showing the capabilities of the respondent to perform the work listed above;
4) past performance information on similar projects.
