The U.S. Army Corps of Engineers (USACE), Japan District is issuing a sources sought announcement for Architect-Engineer (A-E) services for the preparation of criteria packages for Japan Host Nation (HN) funded construction projects, and related works. Projects are located on U.S. Military Installations throughout Japan. Design criteria will be based on U.S. and Department of Defense (DOD)
requirements; however, design
deliverables must address local construction methods and materials that meet the intent of U.S. criteria in order to facilitate the use of local construction practices. Information Requested: The purpose of this Sources Sought announcement is to measure the A-E communities' level of interest for the requirement and to support the Government's development of a viable acquisition strategy. Responses shall include the following information and shall not exceed a total of 15 pages: 1. Offeror's name, address, points of contact including telephone numbers and e-mail addresses. 2. Description of the Offeror's capability to perform the services required. Provide project data for past experience. Information may include scope, size, cost, and identification of the Firm (all Prime and Subcontractor team members) involved with performance along with the percentage of total project effort performed by each. The response shall be limited to no more than ten (10) projects performed within the past six years prior to this announcement. 3. Description or concept of the prospective Firm (all Prime and Subcontractors) contemplated for the work involved with this proposed acquisition. Describe the Firm's approach to execute criteria packages for Japan Host Nation (HN) funded construction projects, and related works. 4. Provide your firm’s response to the following inquiries: a. Are you interested in competing for a Multiple Award Task Order Contract that covers the entire Host Nation Program? (multiple indefinite delivery contracts are awarded to firms who are selected competitively to negotiate with the Government for all task orders issued within the program) b. How many Host Nation projects / task orders for Criteria Packages can your firm execute concurrently? c. Are you interested and willing to partner with US and Japanese firms, to include those whom you have not previously established a working relationship? d. Are you interested and willing to establish a Joint Venture firm that includes a US firm and a Japanese firm as members? e. If the Government hosts a Virtual Industry Day event, to allow A-E firms to meet each other and discuss this requirement would you be interested in attending? If so, do you have the capability to attend using Microsoft Teams or Cisco WebEx or some other virtual meeting software? f. Do you have any additional information that you believe the Government should know about your firm as it relates to this announcement and any future strategy related to this announcement? g.
